INVITATION FOR BIDS

The Government of Mongolia (GoM), financed by the World Bank, is implementing Smart Government Project, which aims to use ICT to improve accessibility, transparency, and efficiency of public services.

Within the scope of the project, GoM commits to enhance the capacity of Government data exchange center (GDEC) by developing Government data exchange system (GDES), named as XYP (Exchange Your Platform), and upgrading fundamental infrastructure for XYP GDES.

Therefore, Cabinet Secretariat of Government of Mongolia invites sealed bids from eligible bidders to supply server computers, storage server, network devices, server room air conditioner, fire alarm system, and server room equipment with supporting spare parts at National Data Center of Mongolia

A complete set of bidding documents in MONGOLIAN language may be purchased by interested eligible Bidders on the submission of a written application upon payment of a nonrefundable fee of 50,000 (fifty thousand) tugrug or equivalent amount in freely convertible currency. Bids shall remain valid for 90 days after the bid opening date.

Bidding will be conducted through national competitive bidding procedures in accordance with provisions specified in Annex 2, of the Financing Agreement of the Project and “World Bank’s Guidelines; Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrower dated January 2011”.

All bidders must meet the following financial and experience qualification:

• Financial: Sales size: an average of annual turnover in the last 3 years or in 2016, 2017 and 2018 shall be not less than $US 1,000,000. Where the Bidder is a Joint Venture, at least one member should be able to meet 50% of the financial requirement.
• Experience: Shall be experienced performing at least 2 similar contracts of the same nature, complexity, and price within the past 3 years.

All bids must be accompanied with bid security in an amount of $US 9500 /nine thousand five hundred / dollars only.

Bids must be delivered to Room: 201; Attn: CHINBAT Baatarjav;  Central Post Office, Sukhbaatar square 1, PO Box 785, Ulaanbaatar 15160, Mongolia  at or before 2.00 p.m. on March 28, 2019, and bids will be opened at 2.30 p.m. on  March 28, 2019 in the presence of bidders’ representatives who choose to attend.

Foreign bidders will be allowed to deliver bids.

No national preference will be applied.
